Is “we cannot all be masters, nor all masters cannot be truly followed” (as said by Iago) and “She loved me for the dangers I had passed, And I loved her that she did pity them” (as said by Othello) examples of chiasmus?

Yes exactly. The first thing about chiasmus is that clauses are reversed and that the meanings are balanced. In both cases, the artistic impacts, too, are balanced. Therefore, they are good examples of chiasmus.
