What does the figurative language device, “dancing flames” mean?

i am reading the book The 100 by Kass Morgan and doing a product over it, and I have come across the term, “dancing flames” and I need a figurative device so I was thinking of using that one. I figured that it is an example of personification but I need to know the  meaning of it.

Full Sentence from Book- “Bellamy rose to his feet as Octavia stepped into the pool of light cast by the dancing flames.”

It literally means flickering, waving and dipping flame. However, in figurative language, yes it is the use personification, as flame cannot dance and it is a human trait.
