what technique uses a lot of “and”

I have this quote, it’s for my English exam and I am giving this stimulus. here’s the quote;

“The variety of our skin tones
can confuse, bemuse, delight, brown and pink and beige and purple, tan and blue and white.”

It uses a lot of “and”, however I am not sure what technique I should use, because I don’t know the technique, can you help me? thank you.
