Is this figurative language?

So is this line from a poem I have to decipher figurative language? and If so, what kind?
“The man in the mirror, who could it be? He is not the man who once looked back at me.”
the man is still the same literal man, just not in personality, so then what would that be called?
any answers would be great, thanks!

In figurative language, it is a metaphor as a person sees his shadow in the mirror and thinks it as an other man. It also shows the rhetorical question in the first line which the second one showing consonance in the second line.
